Referring to your Confidential despatch of the
* 26th September, 1924, and to your Third Personal Note of the
9th April, 1925, I have the honour to inform you that the four
armed patrol launches on the Canton Delta have now been in
commission for nearly a year and the fact that there have not
been any serious outbreaks of piracy during that time has,
I think, justified their employment.
The Admiralty have already agreed to the policy
of their bearing the cost of the guns, ammunition and naval
armament stores supplied to the launches and also that of the
pay and victualling of the British officers and men but the
general expenses for the running of the launches (including
their hire) have been borne by this Colony. To date these
expenses amount approximately to $223,500.
I submit that the protection of British trade outside the waters of the Colony is primarily the duty of the
Navy and should be a charge on Imperial funds and 1 should be
glad, therefore, if you could see your way to invite Thei Lords Commissioners of the Admiralty to repay to the Government
of Hongkong the suns expended on these launches.
